No. I called the University of South Florida (USF) housing office the other day to find out this exact question, and they said there was no such dormitory or housing options where students agree to live free from alcohol and/or drug use. I was told that there might be small, student-run clubs or communities in which students discuss substance-free lifestyles, but that's about it.
