This question asks about the New Jersey 2-1-1 Emergency Dial System. The 211 is intended to be a national standard, although it is not state nor Federally-funded.

2-1-1 is intended to be:

A place to turn when you need to find state or local health and human service resources to address urgent needs or everyday concerns – Free; Confidential; Multi-lingual; TTY accessible; Available 24/7

and drug intervention issues are included in what the "Resource Specialists" are prepared to highlight. In fact, any "crisis" qualifies, so that should include alcohol, drugs, addiction, and any out of control behavioral health issues:

Physical and Mental Health Resources: health insurance programs, Medicaid and Medicare, maternal health, Children’s Health Insurance Program, medical information lines, crisis intervention services, support groups, counseling, drug and alcohol intervention and rehabilitation

In New Jersey the 2-1-1 system is funded by United Way.(broken link deleted)
